It's a pretty common way
(at least as far as I’ve seen) to denigrate the subject of the quote by suggesting they’re over excited. Usually in a “OMGRAAAAAAAAAAAAAAAAAAAAAAGEEEEEEEEEEEEE” way.
It's just a general internet meme.
You’re si excited that you’re frantically typing in all caps and putting dozens of !‘s and you get so excited that you forget to hold the shift, so ! turns into 1. A variation also has you typing ’ONE’.
Its goal is to make fun of overly excited people. For instance: ever been to TigerBoard? IMPLODE.

Seriously, in Missouri the punishment is just too stiff to be be taking your clothes off in public. Its considered a sex crime.

I guess I’m actually happy that Mizzou didn’t win in 97, because I was going to streak Greektown had we won.
